A single scraper is the cheapest way into this kind of work and the one most people keep using. You hold it at an angle, you move slowly, and the edge does the rest.

Pick by the widest surface you plan to work on. Long curves for calves, quads and the back of a shoulder. Hooks and sickles for shins, forearms and the edge of the spine. Combs and toothed edges when the skin marks easily and you want the pressure spread.
